Vladimir Putin will recognise the Russia-controlled territories in south-east Ukraine as independent states in a pivotal decision, scuttling an existing peace agreement and possibly triggering tough new sanctions from the west.
The Kremlin announced the decision on Monday evening. Putin is expected to make a video address on television shortly.
