Footage appears to show the mayor of the south-eastern Ukraine city Melitopol being marched away by Russian soldiers.
The Ukrainian president, Volodymyr Zelenskiy, has said the mayor, Ivan Fedorov, had been kidnapped by a group of 10 armed men from Russian forces, who put a plastic over his head.
